The legislative session began on Monday, February 8 at 10:00 a.m. This is a budget session, which makes it shorter than normal and will only run approximately 20 days (ending the first week in March). Any bill that is not a budget bill will require a two-thirds vote to be introduced during the budget session. All bill information can be found at: http://legisweb.state.wy.us/.
Below are current bills that impact the lives of women in Wyoming. The Wyoming Women's Foundation will keep you updated weekly on the status of these bills and other bills that may be discussed during the session, including budget changes that may impact women. Please share with us any information that you receive from your legislators about these bills so that we can keep our supporters informed with up-to-date information. |

HB11 Cancer Control Act Amendment, Sponsored by Representatives K. Esquibel, Barbuto, Bonner, Byrd, Childers, and Millin and Senators Landen, Martin and Meyer This bill increases funding to allow for more frequent colorectal screening tests when medically indicated. 2/9/10 Introduced and referred to House Labor, Health & Social Services Committee

HB21 Increase in Minimum Wage, Sponsored by Representatives Blake, Bagby, Barbuto, Davison, Gilmore, Throne
This bill would raise minimum wage from $5.51 per hour to $7.25 per hour and would raise tipped employees wages from $2.13 per hour to $5.00 per hour. HB25 Child Care Development Fund, Sponsored by Joint Labor Health and Social Services Committee
This bill would put in place new formulas under the Child Care Development Fund for family eligibility and for calculation of the family contribution toward child care expenses. It would also authorize use of federal stimulus funds for an electronic benefit transfer system and for supply and material grants to child care providers. 2/12/10 Passed House amended on third reading. |

This bill limits the adjustments to child support orders due to changed circumstances.

HB53 Women's Right to Information, Sponsored by Representative Brechtel
This bill would prohibit physicians from performing an abortion without informed and written consent of the woman (except in the case of medical emergency). Informed consent will require that the physician performing the abortion will inform the woman orally of her right to obtain a fetal ultrasound or auscultation of fetal heart tone and will offer that service free of charge or will refer her to other local health care providers that will offer the service free of charge (list to be developed by Department of Health). 2/9/10 Failed Introduction; Ayes 23 Nays 35 Excused 2

HB64 Mandatory Minimum Sentence for Sexual Abuse of a Minor, Sponsored by Representatives Millin, Buchanan, Edmonds, Gingery, Hammons, Illoway, Quarberg, Shepperson and Thompson and Senator Sessions This bill establishes a minimum sentence for first degree sexual assault of a minor when the actor is at least eighteen years of age and the victim is less than thirteen years of age.

HB74 Homicide During Pregnancy Sponsored by Representatives Davison, Brechtel, Childers, Harvey, Jaggi, McKim, Petersen and Teeters and Senators Cooper, Dockstader, Jennings and Ross This bill establishes as a homicide the killing of a woman's unborn child knowing that the woman is pregnant, and thereby causing the involuntary termination of the woman's pregnancy without a live birth.

HB75 Loss of Parental Rights-Homicide of Spouse Sponsored by Representatives Davison, Blikre, Brechtel, Brown, Cannady, Childers, Gilmore, Goggles, Harvey, Jaggi, McKim, Millin, Moniz, Petersen, Teeters, Throne and Dan Zwonitzer, and Senators Cooper, Dockstader, Hastert, Jennings and Sessions
This bill allows for the termination of parental rights for the parent-child legal relationship if the parent is convicted of murder or homicide of the other parent of the child.

HB83 Crimes and Offenses Restrictions for Adult Sex-Offenders Sponsored by Representatives Harshman and Gingery and Senators Jennings, Perkins and Ross This bill establishes as a misdemeanor the offense of accessing school properties and events with some exceptions by sex offenders.

HB85 Economic Development Reporting, Sponsored by Representatives Connolly, Brown, Kimble, Moniz and Roscoe and Senators Hastert, Sessions and Von Flatern
This bill requires that the Wyoming Business Council and the Department of Workforce Services provide additional reporting on the Workforce Development Training Fund including operational benchmarks, number of existing and recruited companies utilizing or being assisted by training fund, number of jobs created and the various sectors jobs are created in, including starting wage amounts and male-female wage disparity. The Wyoming Business Council will include in its annual report survey information from each business receiving grant on number of jobs created and a report of the Wyoming Council for Women's Issues for recommendations.

This bill creates the Wyoming Affordable HSA Eligible High Deductible Health Plan Act and provides a limited insurance premium tax waiver; prescribes duties of the insurance commissioner; provides exceptions to the Unfair Trade Practices Act; limits provisions for reimbursement of preferred and nonpreferred providers.

This bill creates the crime of intermediate battery when a person intentionally, knowingly or recklessly causes substantial bodily injury to another person by use of physical force and the person is not eligible for probation without an adjudication of guilt.
