Legislative Watch 2010
   equality Keeping you updated on the bills that impact the women of Wyoming during the 2010 legislative session. 


The legislative session begins one short week away on Monday, February 8 at 10:00 a.m. This is a budget session, which makes it shorter than normal and will only run approximately 20 days (ending the first week in March).  Any bill that is not a budget bill will require a two-thirds vote to be introduced during the budget session.  All bill information can be found at:  http://legisweb.state.wy.us/
 
Below are current bills that impact the lives of women in Wyoming. The Wyoming Women's Foundation will keep you updated weekly on the status of these bills and other bills that may be discussed during the session, including budget changes that may impact women. Please share with us any information that you receive from your legislators about these bills so that we can keep our supporters informed with up-to-date information.
  HB11 Cancer Control Act Amendment, Sponsored by Representatives K. Esquibel, Barbuto, Bonner, Byrd, Childers, and Millin and Senators Landen, Martin and Meyer  This bill increases funding to allow for more frequent colorectal screening tests when medically indicated. 
 
HB21 Increase in Minimum Wage, Sponsored by Representatives Blake, Bagby, Barbuto, Davison, Gilmore, Throne
This bill would raise minimum wage from $5.51 per hour to $7.25 per hour and would raise tipped employees wages from $2.13 per hour to $5.00 per hour.  Wyoming is currently one of only five states with minimum wages below the federal rate of $7.25 (some states do not have a minimum wage law.)
  HB25 Child Care Development Fund, Sponsored by Joint Labor Health and Social Services Committee
This bill would put in place new formulas under the Child Care Development Fund for family eligibility and for calculation of the family contribution toward child care expenses.  It would also authorize use of federal stimulus funds for an electronic benefit transfer system and for supply and material grants to child care providers.
  HB53 Women's Right to Information, Sponsored by Representative Brechtel  
This bill would prohibit physicians from performing an abortion without informed and written consent of the woman (except in the case of medical emergency).  Informed consent will require that the physician performing the abortion will inform the woman orally of her right to obtain a fetal ultrasound or auscultation of fetal heart tone and will offer that service free of charge or will refer her to other local health care providers that will offer the service free of charge (list to be developed by Department of Health).
  SF30 Sex Offender Registration, Sponsored by Senators Cooper, Hastert and Martin and Representatives Barbuto, Blake, Craft, Davison and Thompson  This bill clarifies that sex offenders are required to provide the sheriff with each address at which the offender resides. 
  SF32  Wyoming Investment in Nursing Extension, Sponsored by Joint Labor Health and Social Services Committee  
This bill would extend the sunset date of the Wyoming Investment in Nursing Program from 2011 to 2015 and would appropriate $2.6 million for the second year of the FY2011-2012 biennium.   
  SF08  Medical Support of Children, Joint Judiciary Interim Committee
This bill requires that parents provide for the medical support of dependent children as part of the child support order. 
  SF33 Stalking Penalties, Sponsored by Senators Meyer, Hastert, and Sessions and Representatives Craft, Gingery, Hammons, Stubson and Throne 
  This bill adds specified violations of protection orders as actions for which an enhanced penalty for stalking may be imposed.
SF41 Teacher Shortage Loan Repayment Program, Sponsored by Joint Education Interim Committee
This bill will extend the Teacher Shortage Loan Repayment Program for an additional five years.  The program provides loans to students who will remain and teach in Wyoming after graduation.
